DDP shipping to Canada from China: what the quote covers, customs duty and GST or HST by province, the CBSA
Envíos DDP a Canadá desde China

Canada is a solid, steady market for China-based e-commerce sellers. But let’s be honest: customs clearance up there has gotten noticeably tougher lately. The Canada Border Services Agency (CBSA) is now using automated systems to cross-check invoices, waybills, and the actual cartons on the pallet. The days of low-value parcels slipping through inspection unnoticed are over.

This is where shipping under DDU or DAP terms will kill your business. If you ship that way, your Canadian customer is the one who gets hit with the duty and tax bill right at the door. And we all know how that movie ends—parcels get refused, credit card chargebacks start rolling in, and your product reviews get trashed.

DDP (Delivered Duty Paid) flips that entire dynamic. We take over from start to finish: export clearance in China, international freight, CBSA import clearance, paying the actual duty and tax, and final delivery right to their door. You agree on one door-to-door price, and that’s the end of it. Your buyer in Canada gets the parcel just like a domestic order—no customs forms, no surprise bills, no headaches.

In this guide, we’ll walk you through exactly how DDP to Canada works, what actually goes into the quote, what CBSA and the tax authorities are really charging, transit times by mode, how to handle sensitive goods, and who should (and probably shouldn’t) be using DDP.

What DDP shipping to Canada includes

If you’ve been sourcing from China for a while, you’ve probably heard DDP to Canada referred to as “Shuangqing Baoshui” (double clearance, tax included). The basic industry math looks like this:

Double Clearance = China export clearance + Canada import clearance + duty & tax handling + door-to-door delivery

People often use “Shuangqing Baoshui” (tax included) and “Shuangqing Daomen” (door delivery) interchangeably, but the devil is in the details—the exact scope of what’s covered can vary wildly depending on the forwarder and the route. Here is what a complete Vantage DDP quote to Canada should always cover:

To quote accurately we need: product name and description, HS code if you have it, shipment weight and carton dimensions, declared value, destination province and postal code. Accurate information at this stage prevents duty reassessment later.

Customs duties and taxes when importing to Canada

Two cost layers land on an import into Canada: duty, then sales tax.

Duty. CBSA assesses duty from your tariff classification (HS code) and the customs value of the goods, normally the transaction value. The duty rate itself depends on the product: a jersey, a phone charger and a watch each sit under different HS headings, so there is no single “Canada duty rate”. Preferential rates may apply under certain trade agreements where the rules of origin are met. The exact duty figure for your cargo is estimated from your HS code and confirmed in writing before shipment (indicative – confirm with our quote).

Sales tax. On top of duty, Canada charges the federal Goods and Services Tax (GST) at 5%, plus provincial sales tax that depends on the delivery province. Per the Canada Revenue Agency:

Province or territoryGST / HSTProvincial sales tax
OntarioHST 13%Included in HST
New Brunswick, Newfoundland and Labrador, Prince Edward IslandHST 15%Included in HST
Nova ScotiaHST 14%Included from 1 April 2025
British ColumbiaGST 5%PST 7%
SaskatchewanGST 5%PST 6%
ManitobaGST 5%PST 7%
QuebecGST 5%QST 9.975%
Alberta, Yukon, Northwest Territories, NunavutGST 5%None

Under DDP, duty and the applicable GST or HST are prepaid inside the quote, so the parcel clears CBSA and goes straight to the recipient without a tax demand. Provincial PST treatment is confirmed per postal code on your written quote.

A practical 2026 point: historically, parcels under about CAD$20 faced lighter inspection. That loophole is closed. CBSA now runs AI scans on manifests for keywords such as “rechargeable”, “liquid” or “cosmetic” and routes mismatches to secondary inspection, regardless of value. Declarations must be exact.

Transit times and shipping methods to Canada

Door-to-door time is origin handling plus export clearance plus international transport plus CBSA clearance plus last mile. The methods we operate are:

MétodoTypical door-to-door transitLo mejor para
Express courier DDP (DHL / UPS / FedEx)4-7 working days to Toronto, Vancouver, CalgaryUrgent B2C parcels, high-value electronics
Air Express DDP10-16 daysSmall batches, samples, seasonal restocks
Por mar, DDP (LCL)20-25 daysApparel, jerseys, mixed cartons
FCL marítimo25-35 days (indicative – confirm with our quote)Más de 15 pedidos fijos de CBM

If CBSA selects a shipment for secondary inspection, allow roughly 5 to 14 extra days. Our own Canada clearance average is about 1.8 days, and our documented first-attempt clearance rate for sensitive categories is 99.1%, which is why most shipments land on the standard schedule.

CBSA customs process for China imports

The CBSA clearance path for a China-origin DDP shipment looks like this:

  1. Entry. On arrival in Canada, the carrier transmits the manifest to CBSA. Our licensed broker files the release package: commercial invoice, packing list, bill of lading or air waybill, and the HS classification.
  2. Assessment. CBSA verifies value, classification and origin, and calculates duty and GST/HST. Under DDP these are prepaid through the broker account, so the shipment releases without waiting for the recipient.
  3. Inspection risk. If flagged, the cartons move to secondary inspection. Document consistency is what keeps you out of that lane: the invoice, the waybill and the carton labels must describe the same product, in the same words.
  4. Last mile. Once released, the parcel hands to DHL, UPS, FedEx, Purolator or Canada Post for delivery to the residential or business address.

You do not need your own Canadian importer of record or a local entity to use DDP: the forwarder and a local licensed customs broker act on the seller’s behalf. This is the standard arrangement for China-origin DDP cargo entering Canada.

Sensitive goods and restricted items to Canada

Canada is stricter than average on sensitive cargo, and both CBSA and Transport Canada are involved. The categories we see most:

  • Lithium batteries (power banks UN3480, embedded batteries UN3481 in laptops, phones, earbuds, drones): a valid UN38.3 test report and test summary are mandatory, plus an English MSDS dated within 12 months.
  • Cosmetics, skincare and aerosols: alcohol-based perfumes, acidic actives and pressurised aerosols are treated as dangerous goods and need MSDS documentation.
  • Electronics with batteries: smartwatches, tablets, wireless devices need battery declaration and correct waybill handling codes such as ELI.
  • Chemicals and liquids: cleaners, fragrances and lab reagents need specific packing instructions and often freighter capacity.

A February 2026 case from our own files: a client declared a rechargeable battery pack as “Power Bank”, and CBSA held the shipment for 11 days before corrected documentation released it. This is exactly why declaration consistency and pre-shipment compliance review matter. DDP vs DDU and other incoterms

DDP is the most seller-responsible Incoterm. The alternative most China sellers encounter is DDU, which in practice behaves like DAP: the freight reaches Canada, but the buyer must clear CBSA and pay duty and GST on arrival.

Under DDU, the courier may present a tax demand before releasing the parcel. For a Canadian consumer who ordered online expecting a clean delivery, that means refused parcels, chargebacks and bad reviews. FOB leaves even more control (and risk) with the buyer: from the origin port onward, the buyer books freight, clears CBSA and settles all taxes. FOB suits volume importers with their own broker; DDP suits sellers who want a fixed landed cost. For the full framework, see what DDP shipping means.

Who should use DDP for Canada imports

DDP to Canada is the right model for:

  • E-commerce sellers (Shopify, WooCommerce, TikTok Shop) shipping direct to Canadian consumers who want a seamless post-purchase experience
  • Amazon FBA sellers doing small-batch replenishment where CBSA delays affect stock levels
  • Small and mid-size B2B importers without an existing Canadian customs broker relationship
  • Sellers entering the Canadian market who want predictable landed cost before building local logistics
  • First-time importers who want to remove customs complexity from operations

DDP is less necessary for large-volume B2B importers who already have a broker, stable HS-based duty rates, and the internal capacity to manage clearance. Those buyers often pair FOB for planned bulk shipments with DDP for small-batch or B2C runs.

PREGUNTAS FRECUENTES

What does DDP shipping to Canada from China actually cost?

Cost depends on cargo type, chargeable weight, CBM, pickup city, Canadian postal code, delivery mode and customs risk. Express courier DDP runs 4-7 working days, Air Express DDP 10-16 days, and Sea DDP 20-25 days door to door. Exact rates are indicative – confirm with our quote; send carton size, weight, quantity and destination postcode.

Does DDP to Canada include GST and HST?

Yes, our Canada DDP quotes build in the federal 5% GST or the provincial HST (Ontario 13%, Atlantic provinces up to 15%, Nova Scotia 14%) along with estimated duty, so the recipient receives no tax bill on delivery. Provincial PST in BC, Saskatchewan, Manitoba and Quebec is confirmed per postal code on your written quote.

How long does DDP shipping from China to Canada take?

Express courier DDP reaches Toronto, Vancouver and Calgary in 4-7 working days. Air Express DDP is 10-16 days door to door, and Sea DDP is 20-25 days. A CBSA secondary inspection can add 5 to 14 days.

Can you ship jerseys, electronics and sensitive goods to Canada under DDP?

Yes. Jerseys, apparel and luxury-style goods move on standard DDP routes. Lithium batteries, cosmetics and liquids need an MSDS and UN38.3 report before booking. Send product photos and cargo details first.

Do I need a Canadian importer of record?

No. Under DDP, the forwarder and a licensed Canadian broker act as importer of record on your behalf, so you do not need a Canadian company or broker relationship to ship DDP to Canada.
